Registration looks like a form-filling exercise and is treated as one, which is why so many applications attract queries. The particulars given at registration — the constitution of the business, the principal place of business, the nature of the supply, the authorised signatory — are the particulars the department works from afterwards. An inaccuracy entered at this stage tends to surface later, in a proceeding where correcting it is harder.
Two questions come before the application itself. Whether registration is required at all, which depends on the nature and place of supply and on thresholds that are notified and revised. And where it is required, since registration under GST is State-specific and a business operating from more than one State generally faces the question in each.

There is no branch office elsewhere. Which forum will hear a particular matter depends on its subject, its value and where the cause of action arose, and is confirmed before anything is filed.
