Quickly. Appeal and revision periods are prescribed, are generally short, and run from the date of the order or its service. Condonation of delay is not a matter of right. Send the complete order as soon as you have it so the period can be worked out from it.

Only in limited circumstances, and it has to be justified. This is the main reason it matters to place material on the record while the original proceeding is still live rather than holding it back.

No, and it is worth saying so plainly. Some orders are not realistically contestable on the material available, and pursuing them costs time and money without improving the position. That assessment is made honestly on the record before anything is filed.
